FBR
Federal Board of Revenue
All of Pakistan · 12 rules
FBR collects federal sales tax across Pakistan. Retailers it counts as Tier-1 must link their POS to FBR, so every invoice reaches FBR as it is issued. Restaurants, salons, clinics and gyms show their integrator’s number on invoices, and invoices to other businesses go through FBR’s Digital Invoicing system.
Who must integrate
What it means for you: If FBR counts your shop as a Tier-1 retailer, your POS has to report your sales to FBR.
What AX POS does: Asks at setup whether you are a Tier-1 retailer, and switches FBR reporting on if you are. PK.01
Real-time invoices
What it means for you: Each invoice has to reach FBR the moment it is issued, not at the end of the day.
What AX POS does: Sends every invoice to FBR as it is issued, through PRAL, and keeps FBR’s invoice number with the sale. PK.02
What the receipt shows
What it means for you: The customer’s receipt has to show that FBR received the invoice.
What AX POS does: Prints FBR’s invoice number, the 77 mm QR code, the FBR logo and the POS software’s registration number. PK.03
Invoice details
What it means for you: Each invoice must carry the full details FBR asks for.
What AX POS does: Records the seller’s and buyer’s details, quantity, value, tax rate and amount, HS code and unit of measure. PK.04
The Re 1 service fee
What it means for you: FBR charges Re 1 on every integrated invoice, and it goes into your monthly return.
What AX POS does: Adds Re 1 to each integrated invoice and totals it for your monthly return. PK.05
When the internet is down
What it means for you: Invoices made while you are offline still have to reach FBR once you are back.
What AX POS does: Marks invoices made offline, uploads them within 24 hours of reconnecting, and logs the outage. PK.06
Records
What it means for you: You must close your periods properly and keep a full record of changes.
What AX POS does: Closes the day, week and month, logs every edit and cancellation, and keeps records for 6 years. PK.07
Card and QR payments
What it means for you: Customers must be able to pay you by card and by QR.
What AX POS does: Takes card and QR payments, including Raast and JazzCash, as standard on every plan. PK.08
Customers can check
What it means for you: A customer can check that your invoice is genuine.
What AX POS does: Issues invoices that customers can verify in FBR’s Tax Asaan app or by SMS to 9966. PK.09
Penalties
What it means for you: A shop that does not comply faces fines from Rs 0.5 million to Rs 3 million, and can be sealed.
What AX POS does: Works to these rules by default, from the first invoice. PK.10
Service businesses
What it means for you: Restaurants, salons, clinics and gyms must show their licensed integrator’s number on invoices.
What AX POS does: Prints the licensed integrator’s number on those invoices. PK.11
Invoices to other businesses
What it means for you: When you invoice another business, the invoice goes through FBR’s Digital Invoicing system.
What AX POS does: Sends business-to-business invoices through FBR’s Digital Invoicing API, with its QR code. PK.12
SRB
Sindh Revenue Board
Sindh · 4 rules
SRB collects sales tax on services in Sindh. For restaurants, the rate depends on how each bill was paid. Beauty services report each sale as it happens, and SRB holds software suppliers to account when their systems don’t comply.
How the restaurant bill was paid
What it means for you: In Sindh, a restaurant bill paid by card, wallet or QR is taxed at 8%. Other bills are taxed at 15%.
What AX POS does: Records how each bill was paid, so the right rate applies. PK.13
Beauty services report live
What it means for you: Salons in Sindh report each sale to SRB as it happens.
What AX POS does: Reports each salon sale to SRB in real time, and prints SRB’s number and QR code. PK.14
SRB’s service fee
What it means for you: SRB charges a service fee that is collected through the POS.
What AX POS does: Collects SRB’s service fee at the till. PK.15
Software suppliers
What it means for you: A software supplier whose system doesn’t comply faces a fine of Rs 100,000 to Rs 1 million.
What AX POS does: That rule is on us: AX POS has to stay compliant. PK.16

Still to confirm
Tax rules change, and we would rather say what we haven’t confirmed than guess. Before the tax features are built, we are confirming:
- FBR’s current Tier-1 technical specification
- Who pays FBR’s Re 1 fee
- The amount of SRB’s service fee
- PRA’s restaurant rate for 2026-27
- Balochistan’s POS rules
AX POS is in early access and is being built to these rules. The tax features follow the confirmed rules when they are released.
This page explains the rules in plain words. It is not tax or legal advice: for your own case, ask your tax adviser.
